WFLF Study Reveals Disturbing Number of U.S. Thoroughbreds Slaughtered Each Year

Wild for Life Foundation releases a Case Study conducted on the number of Thoroughbreds that die at slaughter annually. The findings represent a detailed portrait of the U.S. Thoroughbreds slaughtered in the years 2002 through 2010, as compared to annual Thoroughbred foal crop.
The case study is based on data published by the U.S. government and the Jockey Club. According to the study, an amount equal to 70% of the annual Thoroughbred foal crop, on average, die at slaughter each year.

“The polls have shown that the vast majority of those in racing want an end to the transport of their horses to any slaughterhouse,” said Jo Anne Normile, founder of Saving Baby Equine Charity and CANTER, the first organization to take Thoroughbreds right from the track to safe havens. “But for every Secretariat, for every Seabiscuit, there are tens of thousands of racehorses whose experiences on the back lots of the country’s tracks tell a different story.”

Never before has there been a need so great to ban together for the greater good in the protection of one of our most precious and historic natural resources, the horse.


The recent lifting of a ban on funding for USDA inspectors at horse slaughter plants in the U.S., fueled by pro slaughter propaganda has led to a proverbial media frenzy with reports based on proponent anecdotes rather than reality, or actual fact checking.

Documented evidence of egregious violations and a lack of enforcement by the USDA in U.S. slaughterhouses led to the defunding of USDA inspections in 2007, but in the absence of federal ban on horse slaughter, our wild and domestic horses continue to be shipped across federal borders where they are slaughtered just as inhumanely to this very day.

The American Horse Slaughter Prevention Act of 2011, S.B. 1176, amends the Horse Protection Act (HPA) to prohibit the sale or transport of horses or equine parts in interstate or foreign commerce with the intent of processing for human consumption. The House version of the American Horse Slaughter Prevention Act is known as H.R. 2966.

Regardless of why, we as a culture, are so repulsed by the thought of consuming horse flesh, and the reasons are many; if we fail to uphold our fundamental moral and social responsibilities, we are in effect dooming the fate of our own humanity.

If you are concerned about the inhumane treatment of animals, or concerned about serious threats to human health, or concerned about sustaining our environment, support Saving America's Horses. Only a federal ban can protect us from the destructive and predatory trade of horse slaughter.

Federal Bill to End Inhumane Equine Transport

Senator Kirk Introduces Bill to End Inhumane Transport of Horses Via Double Deck Trailers

Washington, D.C.  Late Monday night, Senator Mark Kirk (R-IL) and Senator Frank Lautenberg (D-NJ) introduced The Horse Transportation Safety Act of 2011 (S. 1281) to ban double deck trailer transportation of horses in the United States. Senator Kirk has worked to end the use of double deck transports for hauling horses since serving in the House of Representatives, following a horrific double deck trailer accident that took place in his state.

Animal Welfare Institute (AWI) is elated that Senator Kirk has chosen to reassert his strong commitment to the issue since his election to the Senate last year, said Christine Sequenzia, federal policy advisor at AWI. Humane horse transportation is one of our top priorities and we felt that committee passage of a standalone bill during the 111^th Congress was an important step forward.  We now look forward to seeing the Horse Transportation Safety Act of 2011 signed into law. 

Double deck livestock trailers on the road today were built to meet the specific design and engineering requirements of short-necked livestock species, like cattle, sheep, and swine.  Unfortunately, a few irresponsible haulers have used these trailers against manufacturer intent to transport horses, leading to inhumane travel conditions for equines and unsafe roadways for drivers.  The American Veterinary Medical Association (AVMA) and the National Agriculture Safety Database (NASD) have recommended ceiling heights no lower than 7-8 to transport horses safely, while average double deck trailer ceiling heights range from 4'7"-5'11".  The U.S. Department of Transportation only requires bridges to have a vertical clearance of 14' in both rural and urban areas, making it impractical to build or modify a trailer large enough to transport equines on two levels.

Besides being an inhumane way to transport horses, double-deck trailers pose a major safety threat to the drivers of the imbalanced, oversized vehicles, as well as to other motorists, said Senator Kirk. Unfortunately, crashes due to these factors have occurred, and the results of the accidents are devastating. Following an accident in 2007 in Wadsworth, Ill., authorities worked for five hours before they were able to free the horses from the wreckage.

Today, most professional horse haulers believe double deck trailer transportation of horses has been banned. While there are a few state laws prohibiting the use of double deck trailers, there are no federal guidelines regarding the humane transport of horses, other than those going to slaughter. Even those are flawed; current USDA regulations banning double deck transportation only cover horses heading directly to a slaughterhouse.  Horses bound anywhere else, or en route to a midpoint in their journey (such as an auction house or feedlot) legally may be hauled in a double deck trailer notwithstanding the cruelty.  The USDA has expressed a desire to strengthen regulations banning this inhumane practice, but has yet to take action on the matter.

Horse Slaughter to Remain Illegal in House Bill

Update June 16, 2011: By a vote of 215-200, the U.S. House of Representatives approved H.R. 2112, the 2012 agriculture appropriations bill.

Rep. Jim Moran's amendment made in committee remained intact in the final version.

Under Rep. Moran's amendment, inspections required for horses bound for slaughter for human consumption will remain de-funded as they have been since 2006. This means if the House version becomes law, commercial horse slaughter for human consumption will remain illegal.

The International Wildlife Film Festival shared a strong focus on the wild horse issue as presented in the film Saving America’s Horses A Nation Betrayed. The festival was attended by Missoula's moviegoers, elite fine arts community, humanitarians and philanthropists together with an international cross section of award winning wildlife filmmakers and conservationists. During the festival’s symposium and panel presentations there were passionate and somewhat heated discussions on the topic of wild horses versus feral horses. However nobody challenged the inhumane treatment of equines through the slaughter pipeline or of wild equines during their capture by the BLM.

Several local advocates attended Saturday's screening and came back prior to Tuesday’s screenings with their horses to hold a rally downtown for the purpose of raising awareness about the film and the cause. Montana Senator Dave Wanzenried attended the rally and walked along side filmmaker Katia Louise in sync with the local advocates.

In Defense Of Animals Applauds Film Festival Selection Of “Saving America’s Horses”

Documentary’s premiere is Sunday March 27 through the Los Angeles Women’s International Film Festival

Los Angeles, Calif. (March 19, 2011) – In Defense of Animals (IDA), an international animal protection organization with over 100,000 members, applauds the selection of “Saving America’s Horses – A Nation Betrayed” by the Los Angeles Women’s International Film Festival. The film, directed and produced by Katia Louise, is a feature length documentary that examines the arguments made by both the proponents and opponents of horse slaughter as related to both domestic and wild equines. The film also explores environmental issues and the lethal health risks associated with the consumption of America’s horses by people.

IDA has been promoting the film to its membership throughout the past year.

According to director/producer Katia Louise, “The film is a compelling compilation of expert testimony, undercover footage and true life stories shot against the dramatic backdrops of America’s beautiful countryside. “A Nation Betrayed” depicts a country divided and inspires great hope for the protection of all horses and burros from cruelty.”

IDA President Elliot M. Katz, DVM said “finally - a film that reveals the tragic consequences and cruelties of the horse racing industry and the horror of horse slaughter. We hope this film arouses the voices America’s horses need for their very survival.”

Michael Blake (Dances With Wolves), Randal Kleiser (Grease), Paul Sorvino (Goodfellas), Linda Gray (Dallas), Ken Wahl (Wiseguy), The Barbi Twins, and Jennifer Lee Pryor are all involved and have confirmed their appearances for this event, as has Mexican matinee idol Jorge Rivero. Food for the reception will be provided by The Veggie Grill, with wine supplied by Du Vin.

HOUSTON, (Horseback) – America is days away from the long awaited March premier of Saving America’s Horses, A Nation Betrayed  in Los Angeles. The movie is by educator and documentary filmmaker Katia Louise, and Humanion Films, a project of Wild for Life Foundation.

Update April 1: H.B. 1747 has passed the Missouri House of Representatives.  This bill now moves to the state senate.
The version passed by the House is basically the same as the introduced bill, except for one significant change: If this bill becomes law, "[n]o law criminalizing or otherwise regulating crops or the welfare of any domesticated animals shall be valid unless based upon generally accepted scientific principles and enacted by the general assembly." 
Scary language for animals.

This means there could be no local laws regarding the welfare of any domesticated animal including dogs, cats, horses, other pets and farm animals that differ from state laws. Also, any current animal cruelty or animal welfare law in Missouri would be void unless it was "based upon generally accepted scientific principles and enacted by the general assembly." People charged with animal abuse could raise challenges to the law, claiming it was not based upon "generally accepted scientific principles". Possibly, all laws governing animal cruelty or welfare would simply be void because there was no determination of whether they were based upon "generally accepted scientific principles". Arguably, current regulations governing animal welfare and protection would be void as well for this lack of this determination and also because they are not enacted by the legislature; regulations are issued by state agencies.  

But that is not all this bill does. It was originally introduced to promote horse slaughter and it still does that. Read Animal Law Coalition's report below for more on this bill and what else all of us must do to stop it. 

Missouri state Rep. James Viebrock is the sponsor of H.B. 1747, which basically would also authorize registration and inspections for commercial horse slaughter for human consumption.

The bill proposes that the Missouri Dept. of Agriculture would register commercial horse slaughter operations and certify "that the parts of horses to be processed are fit for human food, and the processing establishment to be operated complies with ... sanitary standards". All registration and inspection fees collected" would "be paid to the director of agriculture and deposited into the state ‘Horse Meat and Product Fund'". Annual inspection fees would be used "to pay for USDA inspection of horse meat products and horse meat processing facilities."

I did vote for you. I was intrigued by your call for "change". You signaled a dramatic new course, one of openness and inclusion.  Certainly I applauded your choice of Joe Biden as vice president, a staunch animal welfare advocate.

The promises
During the 2008 campaign you said, "Federal policy towards animals should respect the dignity of animals and their rightful place as cohabitants of our environment. We should strive to protect animals and their habitats and prevent animal cruelty, exploitation and neglect.... I have consistently been a champion of animal-friendly legislation and policy and would continue to be so once elected." You announced that you had co-sponsored legislation to stop the sale for slaughter of wild free-roaming horses and burros. During the election you signed on as co-sponsor to the bill to ban horse slaughter for human consumption.  When asked specifically during the campaign, "Will you support legislation ...to institute a permanent ban on horse slaughter and exports of horses for human consumption", you gave an unqualified "Yes". Today, in January, 2010, you are presiding over one of the deadliest, most cruel and unnecessary government roundups of wild horses ever documented by BLM. 

As of this writing, more than 2 dozen horses have been killed by helicopters used by your administration to run them off their legally protected herd areas and corral them in long term holding pens. The hooves of two little foals have literally torn off as they ran for their lives from the BLM. BLM's Richard Sanford DVM reported on one, "Multiple hoof sloughs were noted and the foal was euthanized for humane reasons. The cause of these hoof abscesses/sloughs was most likely hoof trauma from the gather operations."

Several mares have also aborted spontaneously or miscarried. This after being forced to run miles from a helicopter and trapped in a corral, terrified, traumatized and forever separated from their herds, their families. A long time BLM official whom you promoted to the job of Assistant Director for Renewable Resources and Planning in the BLM, Edwin Roberson, claims the spontaneous abortions are "the result of the poor condition of many of the older mares and ... directly related to lack of forage on the range." Except that they weren't miscarrying on the range and didn't do so until after they were forced to run hundreds of miles, extremely afraid, and lost their families and freedom forever. Your administration would have us believe that the mares all miscarried in the past few days because of years of eating the forage on the range and it had nothing to do with the severe trauma of the roundup they had just endured?

The nearly 2,000 horses that have now been removed from their herd areas are contained in an open, dirt arena, basically a feedlot, with no windbreaks or other protection from the weather. Visit Saving America's Horses - A Nation Betrayed, for more information on this deadly roundup.

AAHS is very pleased to announce the appointment of Katia Louise as our West Coast Regional Coordinator. "With the AAHS membership growing by leaps and bounds, we find it necessary to implement Regional Coordinators." said Shelley Abrams co founder of Americans Against Horse Slaughter. This year promises to be very active in our fight to end horse slaughter and having someone the caliber of Katia Louise in this position will prove to be a great asset.

As highly regarded spokesperson and champion for the health and welfare of both wild and domestic equines, Katia's been working to end horse slaughter since 2004. Ms Louise is a Broadcast Journalist, Talk Show Host, Filmmaker, Actress and a lifelong animal advocate. Earlier this year she produced "Saving America's Horses" an audio documentary for international radio which in part inspired the making of the film currently in production, “Saving America’s Horses – A Nation Betrayed”. As Executive Director of WFLF Humanion Films, she formed a national coalition of the top anti-slaughter equine experts and pro-horse specialists which in 2009 officially teamed up efforts with AAHS to raise even more awareness for this cause.

Americans Against Horse Slaughter is a grassroots movement comprised of constituents from all 50 States. Their only mission is to end horse slaughter through the passing of Federal legislation.

In a joint effort, both organizations are calling on all Americans to lend their voice to the CAUSE. Please help pass The Prevention of Equine Cruelty Act HR503 and S727 and to increase awareness of the brutal practice of slaughtering American horses.
